How to Apply for a Digital Life Certificate (Jeevan Pramaan) for Pensioners in India

Every year, pensioners of central and state government departments, defence services, and public sector undertakings must submit a life certificate to their pension disbursing agency to continue receiving their pension. Traditionally, this required a physical visit to a bank or a gazetted officer to get a certificate signed and stamped. The Jeevan Pramaan scheme, launched by the Ministry of Electronics and Information Technology in November 2014, replaces this process with a biometric digital life certificate generated using Aadhaar authentication. What is Jeevan Pramaan

The certificate is authenticated using the pensioner's Aadhaar number and biometric data (fingerprint or iris scan) and is transmitted directly to the pension disbursing agency. This eliminates the need for the pensioner to physically appear before a certifying authority, which is particularly beneficial for elderly or mobility-impaired pensioners.

Eligibility

Jeevan Pramaan is available to all pensioners whose pension is disbursed by the central government, state governments, union territory administrations, or any government organisation. This includes civil pensioners, defence pensioners, family pensioners, and pensioners of public sector banks and undertakings that have integrated with the Jeevan Pramaan system. The pensioner must have a valid Aadhaar number, and the Aadhaar must be linked with the pension disbursing agency's records.

What You Need Before Starting

Before you begin the process, ensure you have the following: your Aadhaar number, your pension payment order (PPO) number, the name of your bank or pension disbursing agency, your bank account number, and a mobile number linked to your Aadhaar. You will also need access to a biometric device such as a fingerprint scanner or iris scanner. If you are generating the certificate at home using the Jeevan Pramaan app, you will need a compatible biometric device connected to your smartphone or computer.

Method 1: Using the Jeevan Pramaan Mobile App

Download the Jeevan Pramaan app from the Google Play Store (for Android devices) or the Apple App Store (for iOS devices). Connect a USB or Bluetooth biometric device to your phone. Open the app and enter your Aadhaar number, mobile number, PPO number, pension disbursing agency name, bank account number, and scheme name. Place your finger on the biometric scanner or use the iris scanner when prompted. Once authentication is successful, your Digital Life Certificate (DLC) will be generated and stored on the Jeevan Pramaan server. Method 2: Using the Desktop Application

If you prefer using a computer, download the Jeevan Pramaan Windows client from the official website at jeevanpramaan.gov.in. Install the application and connect a USB biometric device to your computer. Launch the application, fill in the required details (Aadhaar number, PPO number, bank details), and authenticate using your fingerprint or iris scan. The process is identical to the mobile app, and you will receive a Pramaan ID upon successful generation of the certificate.

Method 3: Through a Bank, CSC, or Post Office

If you do not have access to a biometric device at home, you can visit any of the following centres to get your Digital Life Certificate generated: your pension disbursing bank branch (all 27 public sector banks, India Post Payments Bank, and most private banks support Jeevan Pramaan), any Common Service Centre (CSC) operated under the Digital India programme, or any India Post office equipped with biometric devices. Face Authentication (New Feature)

For pensioners who may have difficulty with fingerprint or iris scanning due to age-related biometric degradation, the government has introduced a face authentication option through the Jeevan Pramaan Face app. This uses the front camera of a smartphone to authenticate the pensioner's identity against their Aadhaar photograph. The face authentication feature works without any external biometric device, making it the most accessible option for elderly pensioners.

Validity and Renewal

A Digital Life Certificate generated through Jeevan Pramaan is valid for one year from the date of generation. Most pension disbursing agencies require pensioners to submit their life certificate during a specified window, typically in November each year, coinciding with the pensioner's birth month. However, the DLC can be generated at any time during the year, and some agencies accept it regardless of the generation date as long as it falls within the current pension year.

How to Check the Status

You can check whether your Digital Life Certificate has been successfully received by your pension disbursing agency by visiting jeevanpramaan.gov.in, clicking on the Know Your Pramaan ID option, entering your Aadhaar number, and viewing the status and details of your most recent certificate. The Pramaan ID can also be used to download a PDF copy of the certificate for your records.
